Message:
Message of The Outreach Programs Olomouc is to offer and provide spectra of social services especially to persons who use non-alcohol drugs as well as to persons who are in danger of another high-risk behavior (unprotected and promiscuous sex, crime, pathological gambling) and to their close ones.
The Outreach Programs provide services in the areas of towns Olomouc, Šternberk, Litovel and Uničov and in nearby environs. The message is fulfilled by street work in normal environment of target group through street workers mediations. Sense of our services is prophylaxis and reducing consequences of high-risk behavior (as mentioned above). These services are provided individually and according to client´s needs with respect to their life choices. The Outreach Programs Olomouc also protects the general from potential negative social, health and economic impacts of high-risk behavior.

Aims:
Basic aims of The Outreach Programs Olomouc are:
- active searching and speaking to target group in its normal environment
- regular contact and providing services to clients
- increasing client´s awareness about high-risk behavior
- motivate clients to contact the other social services and institutions
- motivate to active problem solving
- survey drug scene and places where target group occurs to streamline provided service and to optimize it to client needs
- purposeful communication with the other establishments in the social system and with the public
- clear syringe sets for syringe users
- protect public from potential negative consequences of drug abuse (spreading of HIV, hepatitis etc.)
Principles of service providing:
The Outreach Programs Olomouc takes up Ethics Code of Czech Association Outreach-work (Street Work). Ethics Code for Low-threshold services (outreach programs, Drop-In centers and low-threshold for children and youths) comes out from Social Workers Ethic Code and it is focused on social workers in outreach programs, Drop-In centers, and low-threshold for children and youths.
- Harm Reduction – HR attitude accepts fact that drugs are inseparable part of society. It does not go against prime prophylaxis and abstinence but tolerates fact that the goal of abstinence does not need to be for everyone. Informal motto of HR attitude is: “Don´t use drugs. If you use them, just sniff. If you can´t sniff, smoke. If you can´t smoke and have to apply syringe, do it safely. If you can´t do it safely, don´t do it at all!”.
- Public Health Model – protection of public health from damaging events in society (HIV, AIDS, hepatitis). It is a specific form of damage minimizing.
- Low-threshold – clients can use service anytime in working hours, anonymously, they do not to have to order and services are provided for free.
- Public availability – clients have access to provided services regardless of race, sex, sexual orientation, political belief, psychical and physical condition or socio-economic situation.
- Respect to client choice – we respect choice of client in way of life, we actively offer professional care and help, but client can freely decide if he or she will use it or not.
- Focus on complex, individual attitude – we view on situation of client in bio-psycho-social-spiritual model, but we fit service for individual person. We respect individuality of every client and services are provided according to his/her current needs and possibilities.
- Flexibility and neediness – services lively conform to needs of clients, not to needs of workers. Services respond to current needs of clients in necessary spread.
